[Outlook] How do I know that the recipient read my email message yet?

Did he receive my email message? How do I know that the message were sent to the recipient successfully?

1. Open MS Outlook and go to ‘File > Options’

File > Option

2. On 'Outlook Options'

     - Click ‘Mail’

     - On ‘Tracking’ check the 2 options on the screen.

     - Click ‘OK’
